If you run a normal company website, portfolio, brochure site or WordPress website, shared hosting will usually be easier. You don't need to patch an operating system or configure a web server yourself.
Choose a VPS when you actually need root access, custom server software, reserved compute resources or an application that cannot run in a normal hosting environment. If you're unsure, that's usually a good sign that shared hosting is the better starting point.
